This is just speculation on my part, but is it possible that the kids that tell others to kill themselves 'also get banned' and 'have their posts deleted'?
I see at least one animation worth reporting in the 'Under Judgement' list once a day. They can be seen for a while - but after that while they will be gone forever. I suspect it to be similar on other platforms.

But way more importantly: Others showing bad behavior doesn't make it "okay" to behave badly yourself.
